What is Passport to Leisure?

Passport to Leisure is a pay as you go, discount card scheme, run by Blackburn with Darwen Council, which enables qualifying people to enjoy fantastic discounts on leisure activities provided by BwD Leisure.

  • The scheme is completely free to join.
  • It is open to residents of Blackburn with Darwen only.
  • You can use the Passport to Leisure at Blackburn Sports and Leisure Centre, Darwen Leisure and Witton Park Arena.
  • Membership lasts for one year and can be renewed by the applicant.
  • Card benefit: 30% discount off gym, sauna, swim and classes at off peak times (Monday – Friday 8.30am – 4.30pm, all day Saturday and Sunday) – does not include any sessions which are already discounted i.e. re:fresh, Nifty 50s, Aqua Mobility.

Who qualifies for a Passport to Leisure?

Categories where all members of the household can qualify

Universal Credit
Jobseekers Allowance (income based only)
Income Support
Working Tax Credit (N.B receipt of child tax credit alone does not meet criteria)
Council Tax Benefit (not including 25% single person discount)
Housing Benefit

Categories where only individual applicants can qualify

Category
Carers Allowance
Pension Guarantee Credit
Pension Savings Credit
Widow’ benefit/Bereavement Allowance/Widowed Parent’s Allowance

Categories where only individual applicants can qualify, but a carer may be admitted free

For these, a +1 will be added to the card that allows a carer free entry. The +1 must act as support for the individual and cannot take part in any activity.  They will be allowed to enter the swimming pool with the individual if required.

Please note: Individuals who require the support of more than one carer must discuss their needs with the centre manager of each site they will use.

How to apply?

Applications for Passport to Leisure cards can be made at reception.  Proof of eligibility must be shown when applying.  Please allow at least 48 hours processing time before collecting your card.

Conditions of use:

  • Applicants must be a resident of Blackburn with Darwen.
  • The Passport must only be used by the named cardholder.
  • If the cardholder ceases to qualify to the scheme, the Passport must be terminated.
  • It is your responsibility to inform us of any changes to the information provided on this form.
  • Discounts must be claimed on arrival at the facility and before any payment.
  • The level of discount and the activities to which discounts apply may be subject to change.
